The CARPHA Foundation was established in 2014 to support the work of the Caribbean Public Health Agency (CARPHA).
We are here to mobilize financial and non-financial resources that would assist with:
preventing disease, promotion and protecting health,
educational, public health and social welfare activities in the Caribbean region.

A not for profit organization, the CARPHA Foundation believes that we need to work together to advance health and wellness in the Caribbean.
The Foundation works with governments, private enterprises and communities and individuals to advance public health in the Caribbean.
Over 17 million people live in the Caribbean and more than 29 million persons visit per year, your donate can help keep them safe.
The Foundation will also focus on creating capacity in the health sector by providing training and other educational and skill intervention workshops to build additional capacity within the Region. This will be managed through the creation of the CARPHA Institute for Professional Development

Dr. C. James Hospedales is the Executive Director (February 2013 – present) of CARPHA and Chairman (September 2014 – present) of the CARPHA Foundation. From 2006-2012, Dr Hospedales was responsible for the PAHO program for prevention and control of chronic noncommunicable diseases (NCDs). He played a key role in increasing priority and resources for NCDs, including helping organize the CARICOM and UN Summits on NCDs. He pioneered the Pan American Forum for Action on NCDs, which brings together governments, civil society, academia & business. He has also been a champion for civil society involvement in efforts to improve health, and helped catalyze the formation of the Healthy Caribbean Coalition. From 1998–2006, Dr. Hospedales was Director of the Caribbean Epidemiology Centre. He was instrumental in developing donor partnerships for HIV/AIDS prevention, and a partnership with the Caribbean tourism industry to improve health, safety and environment conditions. Dr. Hospedales was a member of the Caribbean Commission on Health and Development, which made policy recommendations in 2005 to the Heads of Government and named chronic diseases as a super-priority for the Region. Dr. Hospedales’ career has included service as an Epidemic Intelligence Service Officer with the US Centers for Disease Control, as an epidemiologist at CAREC, and several years working in public health for the UK National Health Service. Dr. Hospedales graduated with honors in medicine from the University of the West Indies. He has a Masters of Science degree in community medicine from the London School of Hygiene and Tropical Medicine, is a Fellow of UK Faculty of Public Health, and an accredited partnership broker with the Partnering Institute of the UK. Conrad Enill MBA. CaribDe, CUDE, ICUDE is the Group Chief Executive Officer of Eastern Credit Union Cooperative Society Limited Group. The Eastern Credit Union Group comprises the Credit Union and the Subsidiary EPL Properties Ltd. which operates the Sporting Complex at La Joya and delivers other non-core services to the credit union’s 188,000 members, through its 9 Branches throughout Trinidad and Tobago with an Asset size in excess of 2 billion dollars. He is a lecturer in the EMBA Management Program on Business Strategy with a focus on Crafting and Executing Strategy. He is also a Lecturer and Practicum Supervisor for the MBA Sustainable Energy Management Program and Technical Advisor to the Renewable Energy Incubator Project at the Arthur Lok Jack Global School of Business. He also lectures in the MBA program on Financing for Energy projects as well as Introduction to Oil and Gas Economies. He is a former Minister of Energy with responsibility for the regulation of the Energy Sector and former Minister in the Ministry of Finance of the Government of Trinidad and Tobago with responsibility for Finance, National Budgets and the Economy. Conrad holds an MBA from Brunel University and Henley Management College as well an Oil and Gas Mini MBA, Continuing Professional Development Certification from the CWC School for Energy Limited. He is trained in Economic Reforms, Public Expenditure and Debt Reform. Mr. Mark Sami is the Financial Controller (2016 – present) of CARPHA. Mr. Sami is a finance professional with over twenty (20) years of diversified experience in Project Accounting, Project Management, Auditing, Budgeting, Financial Management and Banking. Mr. Sami is a doctoral student and the holder of a Master’s Degree in Finance. He is also a chartered accountant having achieved the ACCA and CPA/CGA qualifications, as well as a Bachelor’s Degree in Accounting. Company Secretary
Mr. Mark Sami is the Financial Controller (2016 – present) of CARPHA. Mr. Sami is a finance professional with over twenty (20) years of diversified experience in Project Accounting, Project Management, Auditing, Budgeting, Financial Management and Banking.
